Part of a puzzle

A churchyard near Tower Bridge has stones such as this one scattered about its gardens. I'm pretty sure they're part of a puzzle, though I haven't yet worked out the puzzle, let alone the solution.

This will be in the churchyard of the former St John's Horselydown, between Fair Street, Tower Bridge Road and Druid Street. I was involved in helping to choose the architects who then commissioned an artist to produce these. If I remember correctly, the project was done in conjunction with Tower Bridge Primary School.
