I now understand why the fire burned down so rapidly, which is unusual:
Because the base of the building splays out, the burning debris from above fell onto the lower floors. If the building was a regular straight up and down no-nonsense cube, the fire may have been contained on the top floors.
I do suspect that the sprinkler system was not yet operational.
