This is the transmitter of WBBR/1130, better known as Bloomberg Radio. it's non-directionsal using the big tower by day, and has pattern at night, using all four towers in a directional array. WBBR is the inheritor of the license and frequency that once belonged to the legendary WNEW, by far the most influential, cultured and adult of New York's music stations, from the 40s through the 60s. By the way, the transmitter here is surrounded by water because salt water is the best environment for ground waves, which are the technical name for what radiates out from the towers.
