I feel very strongly that, yes, this is a landscape. I can't quite explain why.

Somehow a lighthouse, despite being a prominent artificial object, makes it more of a landscape... because it's so strongly associated with long stretches of undeveloped coastline that you can easily imagine a landscape around it, even if not much of the land is actually visible in the photo.
