      What I've heard: they use the cuffs when they are young to tie them to a small ring... like you would a dog in the backyard. It tries to pull away, but it's not quite big enough to make it. It'll resign itself to the cuff.

      When the elephant is older, they use the same ring. When it feels the cuff, it thinks that it's still stuck tight, and it won't try to pull the ring out. This way, they don't need a huge mount to tie the elephant off to.

      I'd bet the tail pulling has the same concept behind it.

      the cuffs wont hurt. its like anklet. its heavy though. the cuffs are used to tie the elephant to the pole or tree. or it is difficult to control especially younger ones.

      Several people are still trying to change things here in Thailand with litle if not unsignificant effect. The most they can do is very often to welcome hurted animal that cannot work anymore in special camps.
