American version of the very rubbish Talbot Horizon.
I haven't seen the Talbot equivalent here in Ireland since the 90's. I'd say they're extinct here now.

I saw a few at a Talbot specialist in rural France, but only one on the road while I was there.

The non-blacked-out window frames indicate this is a 1990 model. It was heavily reworked inside to accomodate a driver's airbag and full-width knee blocker (which canceled the glovebox).

I bet you are right. If I see it again I'll confirm - the center mounted heater controls are what gives it away as well.
