Definitely still an active petroleum producing area, the location where 'There Will Be Blood' originated and still exists. No shopping centers any time soon at this location, much too toxic. I passed through this area July 2007:

I worked there three years ago and it still is going strong. It is the Cymric oil field. It is one of the top 5 oil producing fields in California. That field is not going anywhere for 50 + years so get used to it.
