Well, I'm not defending this crap job... but if they are vinyl letters, cut on a plotter, and the material had any outside friction (like wrinkles, or getting caught on the machine, etc.) or a loose blade, then the letters would come out inconsistent. The people producing it may have ruined some of the letters when "weeding" it out of the material (or perhaps somebody picked the letters off the original sign), and did a bad job matching the type with those replacements.

Stuff like this REALLY gets under my skin. I'm lucky Danielle's such a big grammar/typography nerd. She understands when I refuse to shop somewhere that mixes bolds and italics, or uses quotation marks where god never intended.
This, though, is just bad on a totally more bizarre level. It's like it took a lot of *effort* to be that wrong.
