Moe is not tired in this case, but short for 'moet'. it's phonetic.
"Ik moe plasse Teis!" - appropriate spelling would be "Ik moet plassen, Teis" which means as much as "I need to pee, Teis". I'm guessing Teis is an alternative spelling to the name "Thijs", as 'te is' doesn't mean anything in this case.
