      This looks like the section underneath the junction of Bell Street / Spoutmouth Street.

      The arches on either side are the outlets into the culvert from combined sewer overflows located on either side of the burn. If I remember correctly, the connections below each arch are low level connections from the CSO chambers that are operated by valves that are normally kept closed.

      That sounds about right for location -that makes sense about the valves, I wondered what the point of those pipes was.
