What are the little tunnels in airplane windows for? Equalising pressure?

At 35,000 feet the outside air temperature is about -40 degrees. The hole allows the temperature to equalize betwween the glass panes so the window won't frost up. The inner pane is to there to keep your hands off the outer pane, which is a structural element.
