Yes, this metal strip is wholly slippery when wet. These yellow pads on wheelchair ramps are rather slippery as well when wet. 
The gravel material used is already deteriorating.

Egads! That curb is terrible.
I didn't notice it this morning (or yesterday) because I was busy scowling at that metal strip (wondering if it's slippery in the rain) and looking left for right-turning cars.
It seems like they rushed this project so it'd be ready for Bike to Work Day on Friday and all the news coverage that will come with it.
