Durham cathedral is about a mile from where the photo was
taken?
I can't think of any direct relationship
between the gardens where this was taken (Durham University Botanic Garden) and the cathedral.
There is quite a bit of information about the bells at the cathedral and also the activities of
the University change ringers. No where is there mention of the post.
You are right about it looking like a bell
ringing sequence...
AH!! Just after my last comment I came across
a seemingly unlinked page on the gardens
website describing the Foxglove sculpture.
Although I'm miffed as to why the artist
chose to represent a 7 bell sequence when
none of the surrounding towers have 7 bells.
Do people do partial peals? :s
If it's a "triples" method rather
than "major" method, the 8th bell
will always be the last bell to ring, so they
may have left it off because they couldn't be
bothered to just have an extra column with an
8 in every row.

I can point out the pattern that is followed, but I cannot suggest the "why". So I fall short.

I know what this is. This is notation used by bell ringers to write down their ringing sequences. Was this near a cathedral?
