This photograph was taken in 1883...the statue of Washington was dedicated on November 26th of that year, Chester Alan Arthur was present: www.flickr.com/photos/46317563@N04/8688559341 /in/photostream A law was passed in 1884 banning all poles...the blizzard of 1888 took care of most of these ...
