Rick and I stopped there on our way to McDonald's and even after talking to the gal on the right, I have no idea what eBay was doing. She did do a good job of representing her client, since when she saw I'd taken a picture, whipped out her own iPhone and suggested I down the free eBay and PayPal apps. But you're right: The purpose of this event remained a mystery to me.
