This is an India blue pied...a mix of an India blue (standard color for peacocks) and albino. Its a mix that either results in a VERY lovely bird, or a rather ugly one. Many pieds are not so pretty, in contrast to this lovely boy u have pictured.

I've seen pheasants with similar coloring; one of my neighbours raised and released some Japanese Green pheasant as well as some ringnecks, in an effort to repopulate the birds from a feral cat epidemic which had taken most of the birds from our fields.

..A year or two later, I brought down a rooster while I was hunting, and was suprirsed to see that he had "half a ringneck" and very odd coloring, which was remarkably similar to this pheasant. It was too unusual to eat the bird, so we stuffed and mounted it.
