Unfortunate sign placement. I've been around, but I'm not sure what sort of sexual act "honking" is, and what could be so depraved as to earn a fine in the Lower East Side.

I find it hilarious that you can get fined for honking in NYC, it's how people communicate while driving in the city. I guess if a cop is bored enough......

In NYC the EPA regulates Noise Pollution, which is what this sign is for. It's designed for those drivers who honk too much.
