one42chrisp - LOL.. kind of a weird styled urban planning. If I read the Wiki article correctly it looks like this is a compromise decision between the land owners and the government who wanted the highway to go through that spot. The government pays rent for for floors 5 through 7 and put the road though them.. it's technically a bridge that doesn't touch the building in any way but the government pays rent for those floors. Seems like the land owners won :-) ..and nice to know our government isn't the only one who makes stupid deals.
