More Sign Insanity

Ok here's why Montreal drivers are often frustrated... Im sure people stop in the road staring at this type of sign post trying to figure out if they can park or not. In this case the sign isn't really well position to start with and says;

-(Top) In one direction from the post no parking (although the red circle & cross line are almost totally faded out) Monday to Saturday 9am to 4pm.
-(Bottom) In the other direction of the sign post, Parking (with the green circle totally faded out) only permitted for 2 hours from 8am to 7pm Monday to Friday
-In the middle the sign says no parking on Tuesdays between 1:30pm to 2:30pm but only from March 1st to December 1st but doesn't say which direction.
..and this is a small little rural street not a complicated urban downtown street.

Is this nuts or what? No wonder Montrealers are frustrated drivers. Who can deal with this when someone is behind you angry you've stopped to try and figure this out?!
