When I was in Tanzania I was told that free shirts from the developed world wiped out their local textiles manufacturing and sale. It depends whether the people need clothes more than the impact on the market.

I'd be interested to see if this was considered. I'm certainly not being negative, but it highlighted to me that charity isn't as simple as you think.

Well, these were a few donations to an orphanage. Not enough to an impact on the market and the orphanage, run by NGO, would normally accept contributions of clothing such as t-shirts.
