It's a funny sign, I'll give you that. But I think it's basically supposed to tell you 1) Scraps of toilet paper go into the toilet, people! and 2) Don't stand on the seat when you "go" --- it is a SEAT, darn it. Both my fiancee and my business partner have this strange habit of placing used toilet paper in the wastebasket instead of the toilet, which of course fills up the wastebasket prematurely and makes the bathroom smell unpleasant. And I know some people who refuse to sit on the seat (Okay, line it with paper then. Be sure to flush it down!)

Oh, man, did we need this sign where I used to work - many of the foreign assembly workers absolutely did stand/squat atop the bowl to go... It's damned annoying when you lock your stall and prepare to do business, only to be faced with a wet toilet seat with footprints on it - and a pile of pee-soaked tissue half-jammed into the maxi-pad bin.
