This is also a joked about cause of drunkard death on the London Underground. The tracks have a third "live" rail, but I'm not sure where the electricity would pass to next on a tiled platform.
The example here is more likely because the boy is holding onto a metal railing (they choose foot>ground as the route though !?).

The Myth Busters tried this myth again. They built an electric fence with a small charge, which would be closer to the person peeing on it. Adam peed directly onto the fence. It was only a couple of seconds before he received a small shock. As long as the urine stream dosen't break up you'll get a jolt.
