Logically speaking, to ask Argentina not to cry for you doesn't necessarily mean you are asking the rest of the world to cry for you. The converse illustrates this more clearly. For instance, if you said "Feel free to cry for me, Chile" that doesn't necessarily imply that Argentina should not cry for you. In fact, Argentina may get the impression that crying for you is implied by asking that of it's close neighbor Chile, which in fact would be yielding the opposite of the desired result.
