I cycle past this on the way to work and back. The Little Menomonee River runs past here, and this is USGS stream gaging station 4087070. There is a rail line just to the right of those power lines, with this trail running underneath in a tunnel, along with the river. This is, also, a power line corridor. There is some irony in a solar-powered instrument underneath the power lines, but it's easier than connecting to grid power.
