A description from the website of Dr. Sun Yat-sen Chinese Garden describes how "The Han Bi Xie (Jade Water Pavilion) appears to be floating on the jade coloured pond, creating a magical illusion while also keeping the pavilion cool in the summer heat with the reflective waters flowing underneath."
The entire garden itself is meant to present the four elements of rock, water, plants, and architecture in perfect balance.
