This contraption is used on stage lights. There's a lever attached to the side which opens and closes the blades in the middle, similar to a camera lens.

My friend ordered an iphone case online and they somehow accidentally also sent this very blingy one, which she then gave to me. I'm still using a 3GS, so this one doesn't fit, but I'm holding on to it for when I upgrade. Here's a picture of my sister using it.
