A Tilt-Shift lens is one where you can
vary the plane against which the image
falls. You've probably seen these,
think of the old-timey bellows-lens with
individual adjustments on those metal
rails, so each of the four corners of
the lens can be moved back and forth
independently.
For certain types of images, a narrow
depth of field can make a real scene
appear to be artificial, ie a miniature
or model.
You can also fake the "tilt
shift" effect in photoshop, and
make your own minature places.
