What does a TOS "inspired by Flickr" exactly mean? You don't see this line in any other TOS...

Yeah, "inspired by" isn't a term of art as far as I know. Probably means "ripped off from?" ;)

"inspired" = copy, paste, find and replace "Flickr" with "Twitter".

Why reinvent the wheel, tho? Flickr often has good plain-English documentation, and there's only so much room for variance in legal text.
