did a bit of digging and although it wasn't jules (samuel l jackson) that was wearing the t shirt but vincent ...slugweb.com/famous.html ... Quentin Tarantino's girlfriend was a student at the campus and he specifically requested the Fiat Slug shirt be used in the film..

The artist who dogged it was Ozone (as simply42 said)
Ozone died January 07 when trying to paint the side of a train with fellow graffer Wants.

"When we lost Ozone we lost a fearless graffiti writer and as it turns out a pretty perceptive art critic." - Banksy

Banksy has since painted over this spot.
