Thanks to the comments (and digg.com) we've found this building is an office complex/shopping center/garden/park thing called Namba Parks. This is the view of it from a window of the Nankai Namba Swissotel.

This is great - it's interesting to consider how this building integrates modern urban living and green design, but also that this has common themes with the shintoist architectural themes of openness to the environment and integration with nature.
So many rooms opening onto views of gardens where the urban views must be lifted if not occluded completely by trees, bushes and flowers.

I've been there. Once you're inside, you can't see anything but the landscape. That's why the walls are all curved and bobbing and weaving. Every angle is designed to block the ugly bits, show the trees and plants, and hide the things the architect didn't want you to see, including the driveways, the air conditioners, and the city in the background. Notice how the city can't see you either. It's not eco-friendly or green or anything like that. It's just a giant optical illusion from inside.
