Dude... phallic symbol? Try, "support for the massive weight of the statue..."

Y'know how hard it is to carve a statue without a big base? They fall over pretty easy...

Fascist art tended to be full of penetration imagery -- Mussolini himself approved of a policy of giving nude male statues large if not outsized genitals, to emphasise the masculinity of Italian men -- so it's not in the least surprising to find phallic imagery even where it's not consciously intended (because how could it be, in this case?). It was part of the zeitgeist: artists were soaking in it.
