Gair Building No. 7 (Clocktower) in DUMBO
The Clocktower building in DUMBO (Down Under the Manhattan Bridge
Overpass), built 1915 as part of a big cardboard company (Mr Gair
actually invented corrugated cardboard, it seems); at the time of its
construction, it was the largest concrete cast building in the US.
Now converted into upscale lofts.

I like that clock! What's there at the top of the building? The roof space has lots of windows.

at the top--I really hope it's a terrace :-)
found some information on it, but far from complete; would love to hear more from some newyorker. sounds like the renovation has been done by a, uhm, controversial development company.
