Money Changing at the Border

Unfortunately, when you don't make it to a forex before you travel, you end up having to change your money at the Uganda-Rwanda border with 4 different money-changers just to accrue enough US Cash.

Why can't East African adopt some sort of Euro-equal currency to save me the trouble?
