Tamar Way N17 - Lurking Area Removed

Please see my two photos on Flickr and the plan attached from the Council's website. They show the narrow alleyway along Tamar Way N17 between the side wall of number 1 Park View Road N17 and the side wall of the homes built in what used to be the rear garden of the Volunteer public house.

 

This section of Tamar Way is public highway.

 

The top photo is taken facing westward from the pavement in Park View Road. The photo below is the same stretch of alleyway viewed from the east towards Park View Road and Down Lane Park.

 

The photos and the attached plan [show that] a "lurking area" has been created just beyond the newly built wall. So anyone walking through the alley towards Park View Road could be surprised by someone in wait just behind the fence.

 

Can you please arrange for this to be looked into as soon as possible before someone is the victim of crime. Thanks.

Thank you for your e-mail regarding the “lurking area” on Tamar Way N17.

 

An engineer has visited the site and observed that the “lurking area” has been created by temporary hoarding placed along the public highway to secure the garden of the corner property. It was also observed that a lamp column at this location provides good lighting, which is proven to discourage illegal activity.

 

I will check with our Traffic Management Group to see if the required permissions were obtained for the hoarding. Unfortunately, from an engineering perspective there is little we can do apart from getting the hoarding move back to the building line to improve sight lines, subject to permissions. I would however be happy to consider any other suggestions you may have to address this issue.

I agree there is good lighting in this part of the alleyway. I and my ward colleague Cllr Reith were successful in pressing for better lighting along Tamar Way some years ago. However, good lighting doesn't make up for the problem that a little corner - temporary on not - has been created. It could enable someone to hide without being detected by anyone walking along the alleyway from west to east. My two photos showed the problem. (Can you please confirm you able to view them despite the Council's absurd block on staff accessing Flickr?)

 

I checked the plan I have for the Council's ownership of this alleyway. (Attached) As you can see, the line of the northern boundary of the former pub garden is a straight line. There's no corner.

 

So I agree with you that the best solution is getting the hoarding moved back to the building line as this would remove the lurking area. As the building is now completed, there seems no reason for this to remain.

 

Can I please leave you to arrange for the appropriate steps to be taken and to let me and my ward colleagues know about the likely timetable? Thanks.

I confirm that I was able to view your photos and that the investigating officer also took photos of the issue. I can also confirm that I have provided the details to our Traffic Management Team who will be contacting the owner to instruct the removal of the hoarding from public land.
