Hunting Insects in Japan with Medama-oyaji

I guess this is a famous anime character. Can anyone help me with the name of this creature? Anyway, I encountered two adult women in Inariyama Park, intent on setting up scenes like this using a huge collection of props they had gathered.
Well, I thought it was a fun picture.
