Hello TomBrooklyn. These dyes are used for the Holi festival, also known as the festival of color (en.wikipedia.org/wiki/Holi). On the main day of the festival, people spray each other with powdered dyes and colored water. I believe they wear white, and end up the day looking like an abstract painting :) I'm sure the dyes have other uses as well...not sure what.
