It's the Tokyo Games Show and this is a character from a video game, I believe a Nintendo one, forgot the title. TGS is a yearly video game extravaganza, for domestic Japanese market mostly, and unlike E3 in LA this one allows consumers to visit on day 2 and 3... And a lot of them dress up (cosplaying)....
