This jail was designed by Robert Mills, a major architect of the United States. He designed many courthouses and other public buildings in South Carolina as well as other states and Washington DC. He believed courthouses should be fireproofed and prisons should have good ventilation, have bathrooms and be built above ground as to not be like dungeons.
