"Peggy" here is a clothes pin tensioner. Her powerful legs keep the clothes peg clamped around even the thickest blanket, coat or other garment hung outside to dry on the washing line.
The job has its perks!
Medium sized Australian native mosquitos, attracted by the human scent clinging to the drying washing, sometimes impale and fly off with the laundry. A decent sized nest of "Pegs" in the basket attached to the line can swarm out and grab the cheeky mozzy the moment they detect the vibration of the clothing being struck.
Tourists and new immigrants should note that it is consequently EXTREMELY HAZARDOUS to attempt to bring the washing inside AFTER DARK as UNFORTUNATE ACCIDENTS have been known to occur when the peg-spiders can't see who is trying to move the laundry at night.
