      That picture is of the old Chamber of Commerce Building on the east side of Broadway between 1st and 2nd, dedicated 1903. The address 1151 S. Broadway belonged to this later building (depicted here from its 12th and Broadway corner), dedicated in 1924.

      USC archive has a view of the newer building too, but USC misidentifies the angle of the view as being from 12th and HIll. It was on the north side of 12th, from Broadway to Hill.

      Here's the USC Archive view of the Chamber of Commerce building at 1151 S. Broadway, misidentified as being from 12th and Hill. It actually depicts the 12th and Broadway corner. They have another photo accurately identified as the view from 12th and Hill.

      I used to have some information on the 1903 building in the 100 block of Broadway, but I can't find it.

      Edit: One of Brent Dickerson's Visit to Old Los Angeles pages (about ten pictures down) gives the address of the old C of C building itself as 130 S. Broadway, but says the Chamber used an address of 138 S. Broadway. I do recall that some time after the Chamber moved out, the office space in the building was taken over by the Los Angeles Times. The Times eventually demolished it for their 1960s expansion.
