      Ha! Awesome! I saw this dress on this street this summer! I snapped it with my crappy camera phone, though, and didn't get the billow. Nice catch!

      I have heard tell of a vintage store in Manhattan that is only open certain days of the week, and to signal when, they hang a dress off the fire escape. I wonder if this was that place?
