As a college Librarian, yes they do ask silly questions, put did note that it was chain to the step

We'd be shot for putting that up at our library but ohhh wouldn't it be nice. And like everyone else the chain is the best -- they won't steal books but they will steal signs.

Oh you'd be amazed at what sort of signs we're not permitted to post @ a private college. It just wouldn't be possible for our student to ask a silly question ; )
I'm all for the sign and perhaps even having t-shirts made with that on it...
