      I would guess by the color it was NKVD

      Well, it depends on the saturation of the colours. NKVD used to wear darker shade of blue, and the air force wore somewhat lighter blue. Unfortunately, I cannot see the specific insignia, and colours may vary depending on lighting, camera and the age of fabrics. I'd guess it is pilot's uniform, as it is displayed in the Museum of Flight.
