Chinese General Administration of Quality Suprvision, Inspection, and Quaraine Minister Zhi Shuping and Agriculture Secretary Tom Vilsack sign a Memorandum of Understanding (MOU) between China and United States at the Commerce Department, in Washington, D.C., on Wednesday, December 15, 2010. The MOU was a result of the 21st session of the U.S. - China Joint Commission on Commerce and Trade (JCCT).
