This is the way The Washington Post's TV book
is designed, or at least it was when I was
growing up and living in the D.C. area. I
always found it a fascinatingly beautiful
layout.

If you have more hours in the day than
channels on your TV (which, I presume, now
describes you Khoi?), this layout makes
perfect sense.
