      Well the thing with Wilf was already pointed out by the Doctor when he was trying to figure out what made him so special that they kept meeting up. The other two are cool though...never really paid attention!

      True, the Wilf thing became a storyline, but it wasn't originally planned that way. He was only supposed to appear in the Christmas special. The supporting part in season 4 was supposed to be played by Donna's father, but the actor who played her father got very sick & had to back out (he ended up passing away), so they had to rewrite the part slightly. They ended up casting Bernard to become her grandfather & their attempt to explain his recurrence eventually led to the whole why's-he-special thing.
