Erosion control violations by Ellis Stone Construction during construction of entrance station at Wildcat Mountain State Park. All photos taken 7/31/10.

There were about four large breaches or failures of the silt fence, plus a number of holes in the fence elsewhere. Most of the breaches had not been repaired since the storm, a number of days earlier. Much sediment and gravel was washing down a steep hillside to the south, near where the road comes into the park. Sediment was also washing off site to the east. The road being bult to the north has no sediment fences along its lower side at all.

Much of the failure can be traced to too large a disturbed area, with steep slopes, protected by just a single sediment fence.

The clearest sign of negligence and violation of regulations was that the sediment fence had not been inspected or repaired within 24 hours of the rain storm.
