This woman (Katie, I think) had such style that I needed to capture it – her outfit and tattoo both bore note.
The tattoo is very colorful, especially against her overall monochromatic look (pale skin, black/gray clothing). It would work well as selective color as well (facile though it may be), though the colors are already quite monochromatic.
Location works well as “flirty”, in that it’s only visible if she’s wearing a short skirt, as here.
This was by the food carts on 5th Street SW, between Oak and Stark.
