Yes, bike paths are often much more dangerous than they look to someone who hasn't spent much time trying to use it.
Someone driving out of a driveway probably won't stop and check for a 15-17mph bike before entering the bike path. These cyclists are more likely to be seen by a driver turning left or right across the bike path. There is often more debris on the side of the road. Looks more like a sidewalk than a bike path. (Not that I know the area, of course.) And while that divider between the two looks pretty gentle, they can still be dangerous.
And I see that the `illegal' tag has been placed on this picture. I don't know where it was taken, but in most of the US it's NOT automatically illegal to ride on the road when a bike lane is available. Looks like ssceptisch isn't in the US, so US laws don't apply, but I'm guessing that many other countries are similar.
Definitely not a bike path, DB. That is a sidewalk. Sidewalks are for mom and the kids, grandma and grandpa out for a stroll, and children on razor scooters. Sidewalks are not for cyclists. Pedestrians do not want cyclists on sidewalks, and cyclists do not want to be on sidewalks. Cyclists are happy to legally occupy the roads built for them.
