Los Pueblos, Naciones, Tribus y Barrios de México, decimos lo siguiente:

¡ Para los Agresores y Asesinos al Pueblo Nahua de Santa María Ostula, Ni Perdón , Ni Olvido; Sólo la Aplicación de la Justicia para que se les Castigue ¡

Hermanas y Hermanos del Pueblo Nahua de Ostula,
en la zona costera del Pacífico del estado de Michoacán , Reciban el respeto y el cariño de nuestros Pueblos, Naciones , Tribus y Barrios que integramos al Congreso Nacional Indígena y del cual ustedes mismos son un pilar fundamental.

Compañeras y compañeros de la Sociedad Civil -de México y del Mundo-, les pedimos de la manera más humilde que nos acompañen en esta denuncia ante el mundo para defender al Pueblo valiente de Ostula , en el Estado de Michoacán, México que lucha por su Tierra, su territorio, su cultura, la paz , la justicia y la libertad.

Hoy, al iniciar el año del 2012, los olvidados de siempre nos hacemos presentes. Salimos de las entrañas profundas que el despojo, la represión, la humillación y la explotación nos tienen, y que pretenden hacernos desaparecer. Salimos del mar, la montaña y el desierto para decirles que hoy en un pueblo digno y rebelde,-que nosotras y nosotros conocemos como Ostula-, se está realizando una Guerra abierta y desigual en contra de sus habitantes; hombres, mujeres, niños, jóvenes y ancianos , que sólo buscan vivir de manera digna y pacífica; pero que el gran capital con sus buscadores modernos de tesoros y sus piratas actuales de narcotraficantes, tratan de despojarlos de sus tierras para utilizarla como una mercancía más.

Denunciamos la falsedad de las declaraciones del gobierno de Michoacán y del Gobierno Federal de México, acerca de que en todo momento han proporcionado la protección debida a los hermanos de Ostula. Por el contrario, el engaño, la represión son la constante. Muestra de ello son la desaparición forzada de cuatro de nuestros hermanos: el menor de edad Enrique Domínguez Macías; de Francisco de Asís Manuel; Javier Martínez Robles y Gerardo Vera Orcino.

Denunciamos que, en los dos últimos años, han sido asesinados 28 personas de Santa María Ostula, todos ellos hermanos nuestros. En los dos últimos meses del año pasado, fueron asesinados Pedro Leyva y J.Trinidad de la Cruz Crisóforo quienes siguen siendo – aunque estén en el lugar que ocupan las luces y sombras de nuestros muertos -, integrantes del Congreso Nacional Indígena , al igual que todas y todos los hermanos del Pueblo Nahua de Ostula .

Denunciamos que el pasado 6 de diciembre de 2011 nuestro hermano J. Trinidad de la Cruz Crisóforo. Fue asesinado con la complicidad de las fuerzas armadas de la Marina y de la Policía Federal Preventiva Todos los asesinados han sido comuneros y su único delito ha sido defender la tierra , su territorio y la voluntad de su pueblo.

Manifestamos que las tierras de Ostula son propiedad ancestral de la comunidad, misma que fue reconocida por la resolución presidencial del 27 de abril del año de 1964 , y la comunidad cuenta con títulos de propiedad desde los años de 1802. Denunciamos que actualmente, estos títulos y documentos legales pretenden ser desconocidos por las autoridades de los gobiernos municipal; estatal y Federal; por eso mediante engaños , las autoridades de Secretaria de la Reforma Agraria y de las diferentes instituciones agrarias que hay en México, tratan de despojar a los comuneros de Ostula de sus derechos ancestrales sobre su tierra y territorio. En contra de toda ley.

Denunciamos que la Organización de Naciones Unidas (ONU) no ha respondido con la prontitud y firmeza que se necesita en estos casos, pues aún cuando existen medidas cautelares de la Comisión Interamericana de Derechos Humanos, a favor de los comuneros , y de los compromisos adquiridos por el Alto Comisionado de los Derechos Humanos de respetar los derechos del Pueblo de Ostula, no se ha obtenido una respuesta satisfactoria que dé paz y tranquilidad a los habitantes de está región de Michoacán.

Manifestamos que desde siempre, nuestros pueblos, naciones, tribus y barrios nos hemos organizado para defender nuestras tierras y nuestro territorio, creando formas propias y pacíficas para garantizar la seguridad y la paz entre nuestros pueblos; por ello, nos resulta natural y bueno que la Guardia Comunal de Santa María Ostula tenga que cumplir con el Mandato de sus asambleas de cuidar a su pueblo, en pleno cumplimiento a lo que dicta la Constitución Política de los Estados Unidos Mexicanos; el Convenio 169 de la Organización Internacional del Trabajo ; y los Acuerdos de San Andrés que reconocemos como válidos y que fueron firmados –todos ellos-, por el Estado Mexicano.

Denunciamos que los malos gobiernos federal y del Estado de Michoacán se empeñan en realizar Megaproyectos del gran Capital como es una carretera costera que sólo despojaría de su agua, sus tierras , montes , playas y mar ,a la comunidad de Ostula ; que no sirve a los intereses de vida de los comuneros y que, ,además, afecta a la madre naturaleza.}
Manifestamos nuestra reconocimiento a la Comunidad Nacional e Internacional , que siempre está atenta a nuestra lucha civil y pacífica, y de múltiples maneras se hace presente para evitar mayor represión en contra de nuestros Pueblos , Naciones , Tribus y Barrios que integramos al Congreso Nacional Indígena También extendemos ese reconocimiento a las personas y organizaciones de la Sociedad Civil , que se solidarizan con nuestras resistencias. Cada vez queda más claro que el gran capital no tiene fronteras; que sólo ambiciona mayor explotación y despojo; lo cual tiene como consecuencia mayor violencia en diversas regiones del mundo.
Manifestamos- los indígenas de México- que ante la Guerra desatada en contra de los hermanos de Ostula, y en contra de los Pueblos , Naciones, Tribus y Barrios que estamos en el Congreso Nacional Indígena ; y debido al incremento de asesinatos y violencia que hay en nuestro país, México, hemos resuelto dar a conocer el siguiente :

PRONUNCIAMIENTO

Primero.- Exigimos el respeto a la autonomía y autodeterminación del Pueblo de Santa María Ostula, Michoacán; por parte de los gobiernos Federal; Estatal y Municipal para que haya la paz y la justicia entre nuestros hermanos, así como mejores condiciones de vida;

Segundo.-Exigimos el respeto y reconocimiento a la Guardia Comunal de Ostula que está resguardando a su gente y a su territorio; que sólo se defiende de la guerra desatada en contra de nuestros hermanas y hermanos ; y donde la Guardia Comunal sólo cumple una orden de sus comuneras y comuneros;

Tercero.- Exigimos que las autoridades de los gobiernos Federal, Estatal, y Municipal de México reconozcan los derechos sobre la tierra, el territorio y la cultura que tienen los hermanos nahuas del Pueblo de Ostula así como el respeto a sus derechos ancestrales y así evitar mayores conflictos , muertes, desapariciones y agresiones en contra de este pueblo .

Cuarto.- Llamamos a la Comunidad Nacional e internacional a que continúe con su apoyo y solidaridad hacia los hermanos de Santa María Ostula, Michoacán, en México, para que se acabe la violencia , los asesinatos y desapariciones y para evitar que haya represión en contra de aquellos compañeros y compañeras de la Sociedad Civil que se unen a la resistencia de los pueblos ;

Quinto.- Exigimos a las autoridades del Gobierno Mexicano que investiguen sobre la desaparición forzada de nuestros cuatro hermanos de Ostula ,Michoacán : Francisco de Asís Manuel; Javier Martínez Robles ; Gerardo Vera Orcino y Enrique Domínguez Macías, para que a la brevedad se encuentren con nosotros, pues en el Congreso Nacional Indígena , necesitamos oír sus voces para dar los siguientes pasos.

Sexto.- Manifestamos que todas las hermanas y todos los hermanos de Ostula – en los que también contamos a nuestros muertos Pedro Leyva y J. Trinidad de la Cruz Crisóforo -, son parte importante del Congreso Nacional Indígena y su lucha y resistencia también son nuestras; por lo que las agresiones también las recibimos nosotros; por lo cual buscaremos la forma de no permitir más asesinatos, desapariciones y humillaciones.

Séptimo.- Demandamos que ante las agresiones y asesinatos que sufre el Pueblo Nahua de Santa María Ostula, los organismos internacionales como la Organización de las Naciones Unidas ; la Organización Internacional del trabajo ; la Comisión Interamericana de Derechos Humanos; El Alto Comisionado de Derechos Humanos; entre otros, cumplan con su papel de resguardar la Paz y la Seguridad de todas las personas que de manera pacífica y honesta luchan por vivir de manera digna , bajo formas legales reconocidas a nivel internacional por los diversos países que buscan la Paz, la Justicia y la Libertad. Por ello exigimos Justicia y castigo para los culpables de los asesinatos y desapariciones de los hermanos del pueblo de Ostula y de otros Estados.

Octavo.-Exigimos el respeto a la Autonomía y Autodeterminación que se ejerce en nuestros Pueblos; Naciones , Tribus y Barrios y el alto a las agresiones , la represión y el hostigamiento de los malos gobiernos federal y estatal de nuestro país , México, en contra de las comunidades Zapatistas, de Chiapas; los hermanos Wixaricas, los hermanos Purhépechas de Cherán, la Tribu Yaqui, de Sonora; los raramuris de Chihuahua; los hermanos Amusgos de Xochistlahuaca y los hermanos Coca de Mezcala, los hermanos Ikoots de San Mateo del Mar, Oaxaca y de Santa Lucía del Camino, Oaxaca; Los hermanos de las comunidades del Estado de Guerrero y su Policía Comunitaria; entre otros.

Noveno- Recordamos y rendimos un homenaje a nuestras hermanas y hermanos asesinados por los malos gobiernos y por sus mensajeros , en particular y en esta ocasión, por los hermanos de Ostula, Michoacán, por los caídos en el levantamiento y resistencia del EZLN ; por los muertos en Acteal, Chiapas y por los jóvenes estudiantes de la Escuela Rural de Ayotzinapa, Guerrero.

.El CNI reitera su exigencia de respeto a la vida, al agua, a la tierra, al territorio, a la cultura, a los sitios sagrados de nuestro País , México.

Peoples, Nations, Tribes and Barrios of Mexico, say the following:

Offenders and Murderers For the Nahua town of Santa Maria Ostula, no forgiveness, nor forget, only the Application of Justice to punish them

Sisters and Brothers of the Nahua of Ostula,
on the Pacific coast state of Michoacan, receive the respect and affection of our peoples, nations, tribes and neighborhoods that integrate the Indian National Congress and of which you yourself are a mainstay.

Comrades of Civil Society-of-Mexico and the world, we ask in the most humble to join us in this complaint to the world to defend the people Ostula brave in the state of Michoacan, Mexico who fight for their land, territory, culture, peace, justice and freedom.

Today, at the beginning of the year 2012, the forgotten We are always present. We left the deep bowels plunder, repression, humiliation and exploitation we have, and try to make us disappear. We state that has always been our peoples, nations, tribes and neighborhoods have organized ourselves to defend our land and our territory, creating own peaceful ways to ensure security and peace between our peoples, which is why we find it natural and good that the Communal Guard of Santa Maria Ostula have to meet the mandate of their assemblies to care for his people, in full compliance to the dictates of the Constitution of the United Mexican States, the Convention 169 of the International Labour Organization, and the Agreements San Andrés we recognize as valid and were signed-all-on the Mexican State.

Express-indigenous people in Mexico, which before the war unleashed against Ostula brothers, and against the peoples, nations, tribes and neighborhoods that are in the National Indigenous Congress, and due to the increase of murders and violence that is in our country, Mexico, have resolved to present the following:

STATEMENT

First .- We demand respect for autonomy and self-determination of the people of Santa Maria Ostula, Michoacán by the Federal government, state and municipal governments to have peace and justice among our brothers, and better living conditions;

Second. We demand respect and recognition Ostula Communal Guard is guarding its people and its territory only defends the war waged against our brothers and sisters, and where the Communal Guard met only one order of their commoner and community;

Third .- We demand that the authorities of Federal, State, and City of Mexico to recognize the land rights, land and culture with the brothers Nahua People of Ostula and respect for their ancestral rights to avoid major conflicts, murders, disappearances and attacks against this people.

Fourth .- We call on the National and International Community to continue your support and solidarity to the brothers of St. Mary Ostula, Michoacan, Mexico, for an end the violence, murders and disappearances and to ensure that there is repression against of those comrades of Civil Society to join the resistance of peoples;

Fifth .- We demand that the Mexican government authorities to investigate the enforced disappearance of our four brothers Ostula, Michoacán: Manuel Francis, Javier Martínez Robles and Gerardo Enrique Vera Dominguez Orcino Macias, for as soon as they encounter us, for the National Indigenous Congress, we need their voices to take the next steps.

Sixth .- We declare that all the sisters and brothers all Ostula - where we also have our dead Pedro Leyva and J.
